I have been in contact with the County regarding the lack of ditches and culverts on 218 between Seminole Village and Green Roads. On Monday following the June 6 rain, myself and Warwick Sams, an engineer for Clay County, examined the "ditch" at the top of 218 between Seminole Village and Green Road.
After seeing the now exposed, collapsed culverts in front of the Florida Power & Light Co. easement on 218 he readily agreed that there was a need for immediate maintenance. After he left, I continued to explore the drainage, or lack of it, along this section of 218 east.
Every culvert was crushed, collapsed, or completely buried. I have photos to show all of this. Not to mention the fact that the entity which laid the pipe along this section of 218 just last fall, did not replace any of the damaged culverts but in fact buried them nor did they reinstall the drainage ditches to accommodate the water.
Now comes the County, which is responsible for maintaining the ditch which dead ends into Warrior and FPL easement. Just days before the June 6 rain, they proceed to clean only the three residences going south from the Warrior ditch to 218. They never cleaned all the way to 218.
So instead of the ditch under the power line easement going its engineered route to 218, turning right along 218 and heading to the culvert under the road to another ditch which is in desperate need of cleaning, it all backed up into Seminole Village, Eagle, Florence, Rustic Oaks and the surrounding areas.
The County Manager told me he had forwarded this to his people to find out what could be done. Well start with replacing culverts and shooting elevations and digging ditches would be a great help
