Government is broken at all levels

Dear Editor:

From a budgetary perspective, every level of government is in turmoil. This is in part due to the down turn of the economy, with sales tax revenues, income tax revenues, property values and taxes all down, and the list goes on and on. There is an elephant in the room in case you haven’t noticed. At every level of government our elected officials and their respective administrations are scrambling to shore up the budgetary shortfalls and the dam is about to break. The only problem is, the dam is made out of Swiss cheese and they are going to be looking to "We the People" the tax payers to fill all of those holes.

The holes in the dam will be filled with a litany of drummed up budgetary line items. All in the form of newly invented Non-Ad-Valorem service fees, rate hikes for utilities and every imaginable service fee they can muster. All of this will be done without the painful process of due diligence. The physical and fiduciary responsibilities mandated in evaluating all of the available options to make the painful and difficult decisions necessary to reduce services and operational expenses of our government(s) are lacking and almost nonexistent.

Sure they are going thought the motions, but they are merely scratching the surface. Administrative salaries, pension, and benefits at all levels of government far exceed national averages in the private sector and are breaking the bank. Governmental waste at every level is running wild. Mismanagement of contracts, unchecked cost over runs and sloppy documentation seam to be the norm rather than the exception. There seams to be a double standard when it comes to utilization and dispensing of our municipal funds. They clearly don’t expend the same levels of diligence to protect it as if it were coming out their own pockets.

The trend of preference to fix the problem appears to be, let’s go get more money; we can raise taxes, service rates and fees or create new ones. Problem solved right? It is not their fault by the way; this is the way the public sector operates. It is the way they have always done it and until we get involved and stop it, it will continue to be that way. Our politicians and administrators seem to believe that they are not held to the same standards as those of us who operate in the private sector. They have to learn to operate within their means; and not simply go get more money by razing taxes, service fees or even worst, printing more money.

The tragic part of all of this is that it is our own fault. "We the People" the constituency, are not doing our collective parts in participating in the day to day business of our respective governments; there are very few citizens actively involved in the day to day business keeping tabs on what is going on with our communities on the local, county, state or national levels. For the most part, "We the People" the constituencies of our beloved country don’t even exercise our collective rights to vote on a regular basis. And that my dear friends is a tragedy in of it self!

It is time to get serious America! Let me ask you the following questions. Aren’t you the least bit concerned with the state of affairs of your local government? When is the last time you attended a town council or committee meeting? Do you even know your elected and appointed officials in your community? Are you aware of the issues that your local government is struggling with? When was the last time you picked up the phone to let your elected and appointed officials hear your opinion (good, bad, or indifferent)? Did you vote in each of the last local, county, state and national elections? Do you not think your voice or opinion matters? If not, then why not? Do you even care?

If you did not answer yes to the majority of the questions above, then why not; would you like to see that change? Are you not aware that there are various groups of your neighbors who love your community and are hoping you will join them in helping to make the necessary changes? Would you like to help make your community a better place to live? If so, then get involved, become an active participant, help to create a collective voice, and the most important thing is to exercise your right to vote in every local, county, state, and national election.

Not only is it your right, but it is your civic responsibility. Rise up America and let your collective voices be heard.

If you wanted faster access in Clay County then you should not have decided to live in the Lake Asbury area. That area is a peacefull rural area that should not be changed into a madhouse of highspeed traffic. Most all the people enjoy the rural atmosphere and should not be required to have it disrupted by a few that should have not setteled there in the first place.

rl well if you wanted Rural Why dont you buy a piece of land and throw a house on it with no Neighbours bothering you and Peace! It is about time Clay County Allows for people to get to work without sitting in Blanding Blvd traffic for hours just to get to I295..

It would be nice to get home a little faster from work without dealing with the madhouse of Blanding so either way it is a great Idea. I hope this passes, but I doubt it because everyone knows Clay county is Run by the "southernBaptist" old money Old People .. We need Change !

You small little citizens make me laugh. Follow the money, follow the incentives. you don't have a chance. Land owners who have been long waiting for this are licking their chops. The County needs more tax base so they are licking their chops, the developers are looking at strip malls, the contractors are putting their bids in for all the work. And to complete the cicle you have commissioner campaigns largely funded by developers. Keeping an area rural really. It's just like 08 and the wall street crash, follow the incentives.

Hey Pat, that is what I did and all these yankees bought property and made it too crowded again. Then they complain about traffic. Been there done that for 60 yrs.

great article Frank. I saw first hand during the previous town of orange park town council election that people will make commentments to vote but never show up. The nonvoters are the first to complain because of the may our town is being operated. But yet they are to lazy to get off their back side to vote.

Great piece of work; and my hat is off to Clay Today for publishing it. If we had more meaningful articles like this relevent to our community I would probably renew my subscription. I hope Fox gets a hold of this because it not only speaks to our commnuity but our nation as well.

I can't believe that something like this was actually printed by the Clay Today - FINALLY Clay Today doesn't not seem to be run by the Town of Orange Park and John Bowles. Maybe if the Clay Today starts to report the NEWS and report it correctly then maybe more people will actually subscribe to the paper again.

Good Article Frank. Having been a victom to voter apathy in the resent election in the town of OP I can't agree with you more. It has always been sad to me, as a long time resident, with over 10,000 people living in OP we can only garner 600 or 700 votes in our elections. I realize this is not unique to our town. Maybe OP can rise up and be better as a result of your comments.

Frank, you are right on target. However the problem is very complex. There are decisions at every level of government federal, state, and local which affect our town. The message to get involved is welcome. The fact that only 10% of the registered voters vote is unsatisfactory, and yet only 10% of the 10% are actively involved in the decison making process. It is hard to know what the masses want when only one voice out of 100 is transmitting. Mayor of OP.

Frank; I also applaud the clay today for printing your article.Now, if we could get them to report all of the discussions at the regular town council meetings I may even reconsider renewing my subscription. Sometimes I feel the regular town council meetings report is drafted by the town adminstrators instead of the clay today. I have previously complained to the clay today about their failure to report what the citizens are bringing up at these meetings, but in fell on deaf ears. My recourse was to cancel my subscription.

To the Town Council - it is high time the council starts listening to what those who vote and live in the town want and not what the individual council members want. It is time that the council makes the town manager responsible for his actions and grow a back bone and stand up to Mr. John Bowles. The Town Manager serves at the pleasure of the Council. Mr. John Bowles does NOT run the council!!!!!

Frank, you hit it right on the nose and I am glad the Clay Today finally published your voice which stands for all of us. The Mayor of OP can not say your only one, because he does not want to admit it, A couple months ago a petition came around our street to have speed bumps installed and that nice lady got everyone's signature. We were at the meeting when she gave it to the council and they just blew it off. The council or John Bowles will not hear our voices. They need to start because they are all replaceable.... WE ARE THE RESIDENTS OF ORANGE PARK!!!! WE ALL ARE ONE VOICE MR. MAYOR.

Frank, you are correct, I used to believe in the council and after days of getting a petition together, Color copies and binding, give it to every council member and it went in to the trash. I guess they think money grows on trees. I do not get a retirement check like the person who said your only one voice. I am tired of paying enormous amounts to JEA (hello council members), then there is that non taxable fuel charge. I do not understand why we can not have a choice? (Clay Electric) Then, the town imposes more and more and ignores us even more, when they make us wait to speak until the end of the meetings and threaten to throw us out if we all agree. They could make so much money if the OP police would actually write the Tickets to real speeders especially in construction zones, Kingsley or 17 when it says no thru traffic! They threaten the good workers of OP sanitation with job or hour cuts, the police and fire department with furlough. DO THEY CHARGE people who abuse the fire and police departments with everyday calls. They spend money on everything; Parks, skateboards, buying little pieces of land, but do not get rid of the real problem on some of our streets. I vote every election and for those who live in this town and complain or just stay away when it comes to vote SHAME ON YOU. Frank, "We the People" believe in the true American way. We go to work everyday, pay our taxes, which keep going up, and now times are tough. November is right around the corner. If you are complaining; Get off your duff and VOTE. The only way "WE THE PEOPLE" will be heard is getting the vote out and replacing some of these people on the Town Council, Clay County, Florida, and YES the UNITED STATES OF AMERICA!!!!!

Good article Frank, good comments by most. The problem is local to us in the Township of Orange Park, but the same problem is happening everywhere in the USA. Last night, against the word of the people, the democrats voted in Health Care Reform, it hurts me personally since I am a disabled Veteran and earned Tri-Care (which has reported of closing its door since this passage). The State officials split, the republicans voted for the majority while the democrats voted for Obama and against the people. Locally, our township, small in comparison, has the same problems. On most issues, the council seems to vote their own way and not what the community wants. I know that the police in the township write tickets, not to speeders (watched them clock a Honda doing 65 on Kingsley and the 2 police with radar looked at each other and laughed), but if you upset a council member, they will follow you from I295 to Middleburg waiting for you to forget to use a turn signal or issue you a ticket for 26 in a 25 zone and label it excessive speeds. The corruption in such a small town is highly noticeable and reportable (write down the car #, time and date and submit to Green Cove, then after a few file a harassment suit). Back to the subject, one vote will not matter, but add that one vote to all your neighbors, friends, and co-workers, and you have a good way to get things done. If all vote, that one vote may be a decision maker. Another example of wrong happenings here in the township is when a road is closed, a councilman's son runs through the barricade, cusses at the local residents, and throws a burger king type cut out the window, when asked the council member why, we were told he was late playing basketball at the junior high with his friend. This occurred everyday for 2 weeks. The company truck still sped through our neighborhood even after discussing with the councilman who refuses to take parental actions against his own children. If a councilmember won’t stand up to his kids, who will they stand up for??? Speed bumps promised and not delivered, stop signs installed and bagged because the city illegally placed them several months ago, police not patrolling neighborhoods, city council not listening to constituents. Simple vote all out and get new ones. New Town Manager, new council members, new mayor, new police chief and new accounts. This is how you make change. I personally want new accountants and want to know why the township charges us $80 a month for water. My Middleburg friend pays 3 months = $35.00. My little brother has JEA and 3 months is less then $40. In a business, lack of performance, mismanagement of funds, and dereliction of duty is terminal offences. Why are they perceived ok in the township of Orange Park?

As far as the stop sign issue:comment from above: "stop signs installed and bagged because the city illegally placed them several months ago" These signs were installed because residents have requested the signs for many years. The signs were finally put in with bags over them around August 2009. Two petitions went around one to keep the stop signs the other to remove the stop signs. It is just that now we are waiting and waiting for traffic counters to go in to decide what will happen with the signs. The Town Manager Mr. John Bowles is not capable of making a decission one way or another. As far as police I see them drive through at night - of course if they drive through at the same time everyday then that defeats the purpose of patrolling the neighborhood. We would all like to see lower water rates but lets not forget that our bill includes trash pick-up as well. There are areas in the town that some things can be fixed and looked at and have jobs consolidated. Allow the monthly bill to be paid on-line through the town's website and then that can downsize some other jobs in the front office.... do we really need that many staffers in the front office collecting the money. John Bowles needs to take a 15-20% paycut for awhile - or even better yet just retire. Then maybe we can get down the a real budget and the numbers can look better then. But DO NOT ask Public Works to take a paycut or cut back hours. They are the ones who bust their hind ends all day serving our Town. It is time more citizens speak at these town council meetings and maybe then the council and town manager will start listening.

As far as the Jim Renninger, Mayor of Orange Park is concerned - maybe it is high time sir that you actually start listening to what people have to say. Remember you and the other council memebers are ELECTED to be in those seats. The people of the Town Elected YOU ALL - START Listening to what WE ARE ALL saying not what you want to hear. Mayor it is high time you get off of your high horse and remember you too are a resident of this town!!!!
