ORANGE PARK – Two Orange Park residents are among 21 store owners and clerks arrested in a Florida Department of Law Enforcement sting to uncover public assistance fraud statewide. 

Operation Cash Exchange targeted retailers illegally providing cash from government issued Electronic Benefit Transfer (EBT) cards which are authorized only for the purchase of approved food staples. The operation began Jan. 7 and culminated with the execution of search and arrest warrants at 15 stores in 10 cities on March 17, the FDLE said in a news release.

Among those arrested were Orange Park residents Assefa Abegaze, 58, and Yeshe Tefera, 47, who were both charged with bank fraud, scheme to defraud and public assistance fraud.  Both work at M&Y Food Store in Jacksonville.

During the operation, undercover operatives visited convenience stores, small grocery markets and gas stations and used food stamp benefits on undercover EBT cards to acquire cash and other items ineligible for purchase. 

Store owners and clerks rang through a transaction that indicated a food staple purchase, but then provided a portion of the transaction amount back to the undercover operative in the form of cash and retained a portion for themselves.  In most cases, few or no food items were purchased. 

FDLE said it will soon begin Phase II of the operation that will target actual public assistance recipients who illegally obtain cash through food stamp benefits on EBT cards.

“These stores were trafficking in taxpayer dollars,” said FDLE Commissioner Gerald Bailey.  “Taking cash from the food stamp program is a felony, and we rounded up retailers who were running this scam as a part of their daily routine.”

Good job...Tired of people taking advantage of help from the state. There are people who really need the help and thats why there are programs out there to help.I hope they get the book thrown at them!!!!

welfare system needs to be done away with. Get out and plant a garden, grow your own food, raise your own meat, chickens, gather eggs. Then you can have respect for what you dont have.

I work and pay my taxes. I go to the store on a budget and buy the things I need. My budget doesnt always allow me to buy what I wan. I hate seeing lavish items bought with an EBT card. My taxes paying for steak and shrimp. Now fraud for money. Lets reform what can be bought with these things. Like the WIC program. You don't need steak to survive.

My job requires random drug screens to get a paycheck...why not make those who gets public assistance take a random drug test to get a check!

i m 30 yrs old , and i`m on food stamps 4 the first time ever. i can`t find work n e where.they don`t even give u enough money on those cards 2 eat 4 a month,much less steak and shrimp.

I would love to see an audit on the specific items bought with EBT. I have seen everything from lavish items in a grocery store to junk food bought at convience stores. It makes me sick. People who need this assistance should get it but so many seem to abuse the system.
